unfortunately, the experience of the three oldest children remains the same. all four children have been placed in foster care. all are in need of permanency, of the stability and care they can only get in a permanent home. in the meantime, the children have been placed with foster parents, with some changes of foster parents, and with a home study by a family friend who is also a licensed foster parent. the children all have a strong bond with their foster parents, who have expressed concern for their well-being. in spite of the children's need for permanency, the parents maintain the same pattern of erratic behavior with no regular pattern of cooperation with the plan.

we allowed the plaintiff's motion for leave to file a late brief. the motion, filed on july 19, 2006, and allowed on august 10, 2006, was not opposed. on august 28, 2006, the plaintiff filed a motion to supplement the record, which was opposed. we allowed the motion, and so much of the record is therefore before us as the motion judge considered. the supplemental materials show that the mother failed to appear on february 14, 2005, for a review hearing on the child's service plan and, accordingly, the judge terminated the case conference, ordered the service plan to stand as it was, and set the matter for a permanency hearing on march 2, 2005. the permanency hearing was postponed, however, when the mother filed her motion for review of the judge's order of december 21, 2004, and, on april 26, 2005, the judge found that the mother had not shown good cause for her failure to appear at the review hearing, ordered the case conference to continue, and placed the mother on probation for a period of two years. when the mother violated her probation, the judge vacated his order of probation and referred the matter to the department for a report on whether the mother was amenable to rehabilitation. the report from the department, which was dated november 22, 2006, recommended that the mother be found amenable to rehabilitation.
